Ohio County Safety Lifeline was founded out of both professional experience and personal understanding. As a licensed professional counselor and mother of a child with autism, our co-founder, Magan, recognized the very real safety concerns families face when a loved one is at an increased risk of wandering.
What began as a desire to bring Project Lifesaver to Ohio County for more rapid location technology for vulnerable individuals, quickly grew into a broader vision - one that would not only expand access to rapid locating technology but also strengthen community awareness, prevention initiatives, and family support. Through collaboration with local agencies and community leaders, Ohio County Safety Lifeline (OCSL) was established to help ensure that vulnerable individuals are protected and that familiies have practical tools and partnerships when safety matters most.
OCSL continues to remain committed to copassion, urgency, and proactive safety solutions for individuals with cognitive, neurological, or age-related conditions.
We serve individuals in Ohio County who may be at an increased risk of wandering or elopement due to conditions such as autism, Alzheimer's/dementia, and other cognitive or neurological conditions. We also support caregivers and families with education and resources to improve safety at home and in the community.

Co-Founder & Executive Director
Magan is the Co-Founder and Executive Director of Ohio County Safety Lifeline, Inc. With over a decade of experience as a licensed professional counselor, she brings extensive knowledge of behavioral health, family systems, and community-based care to her leadership role.
As the mother of a child with autism, Magan has firsthand understanding of the unique safety concerns families face when a loved one is at an increased risk of wandering. She co-founded Ohio County Safety Lifeline to strengthen safety initiatives for individuals at increased risk of wandering or elopement and to support families with practical resources and educaton.
Co-Founder and Deputy Director
Charlie serves as Co-Founder and Deputy Director of Ohio County Safety Lifeline. With 32 years of experience in the fire service and 27 years in the field of emergency management, he brings extensive expertise in public safety, disaster response, and coordinated emergency operations. He has served as Ohio County’s Emergency Management Director since 2007 and has been the county’s Search and Rescue Coordinator for 27 years.
Charlie’s leadership background provides a strong foundation for implementing rapid response safety initiatives and strengthening collaboration among local agencies. In addition to his public service career, he serves as Co-Chairman of the Board for Celebrate the Child, a community program dedicated to promoting child safety and family engagement.
His professional experience, combined with personal caregiving experience supporting an individual with autism, gives him unique insight into the importance of proactive safety planning. Charlie is deeply committed to protecting vulnerable individuals and strengthening community response systems that serve families with compassion and urgency.
President
Felicia serves as Board President of Ohio County Safety Lifeline and is a Psychiatric Mental Health Nurse Practitioner with over 12 years of experience in behavioral healthcare. Her professional background includes work in inpatient psychiatric care, outpatient behavioral health services, and home health, where she has supported individuals with a wide range of mental, emotional, and behavioral health needs.
Felicia brings both clinical expertise and a deeply personal perspective to her role. As the parent of a child with special needs, she understands the unique challenges families face in ensuring the safety and well-being of their loved ones. She is passionate about advocating for individuals who may not be able to advocate for themselves and is committed to strengthening safety resources and support systems within the community.
Secretary
Courtney serves as Secretary of Ohio County Safety Lifeline and works as a Training & Development Specialist with Kentucky’s Department of Community Based Services. With over 11 years of experience, she has played a key role in training and supporting those who serve vulnerable populations across the state.
In addition to her professional work, Courtney is actively involved in the local community as part of the management team at the Ohio County Family Wellness Center and as a Beaver Dam Tourism Commissioner. Her passion for service is rooted in her dedication to supporting individuals and families facing life’s challenges. She is honored to serve on the OCSL Board and contribute to initiatives that promote safety, connection, and support throughout the community.
Board Member
Courtney serves as a board member of Ohio County Safety Lifeline and is a Student Assistance Coordinator for Ohio County Schools. She is a Licensed Clinical Social Worker with over 10 years of experience providing services across in-home, outpatient, and school-based mental health settings.
In her current role, Courtney provides individual therapy and crisis support to students, working closely with families to address a wide range of developmental, behavioral, and mental health needs. She also serves as Head Varsity Soccer Coach for the Ohio County Lady Eagles and as President of OCASA, the county’s recreational soccer league. Courtney is passionate about supporting youth and families and is committed to strengthening systems that promote safety and well-being across the community.
Board Member
Jason serves as a board member of Ohio County Safety Lifeline and works as a Family Resource Coordinator, as well as the Ohio County 2nd District Magistrate. For more than 20 years, he has worked closely with children and families, helping connect them to essential resources and support services within the school system.
Through his role as Magistrate, Jason collaborates with local government leaders to support community initiatives, including securing funding and advocating for programs that benefit families. His dedication to serving others is rooted in his strong belief that every child deserves to feel safe, supported, and valued. Jason is committed to helping build a community where families can thrive.

Jenny serves as a board member of Ohio County Safety Lifeline and is the Director of Patient Financial Services at Ohio County Healthcare. She has over 12 years of leadership experience in healthcare financial operations and holds a Bachelor’s degree in Finance from Sullivan University.
As a lifelong resident of Ohio County, Jenny is passionate about giving back to her community and supporting initiatives that improve the quality of life for local families. She brings valuable financial expertise to the board and is committed to helping ensure the long-term sustainability and impact of OCSL’s programs.
